Constancio K. Balbin Jr., BS Nursing, Class of 2007, was recently honored as a UC Outstanding Alumnus by the University of the Cordilleras – College of Nursing, in recognition of his remarkable contributions to healthcare, education, and community service.

Balbin’s career is a powerful example of leadership that extends far beyond clinical settings. Now serving as the Dean of Saint Tonis College Inc. in Kalinga, he has continuously embodied the values of compassion, integrity, and service, empowering both students and communities alike.

At the core of his advocacy is Project K.A.L.I.N.G.A., a culturally rooted initiative he founded to provide essential health services to underserved populations. Through medical-dental missions, surgical outreach, and blood donation drives, the project has already reached over 3,400 individuals, reflecting his commitment to accessible and humane healthcare.

A dedicated humanitarian, Balbin has also been an active Youth Adviser for the Philippine Red Cross since 2015, mentoring young leaders and health volunteers. His influence in public health extends through regional academic collaborations and community extension programs, where he continuously promotes nursing education with a heart for service.

His unwavering dedication has earned him multiple recognitions from the Philippine Red Cross, the Armed Forces of the Philippines, and now, his alma mater—the University of the Cordilleras. The UC Outstanding Alumnus Awardhonors not only his professional achievements but also his exemplary embodiment of the values UC instills in its nursing graduates.
